Recently, Sichuan Government published The Opinions on Expediting the Development of Service Outsourcing Industry, which clearly bring forward the statements of building Chengdu into a top base of service outsourcing industry in the West, in China and in the world, and promoting the development of service outsourcing industry with Sichuan characteristics.

The aim is to make the total amount of the service outsourcing business in Sichuan reach 80 billion RMB until the year of 2010, the number of people involved in this business reach 200 thousand, and service outsourcing export amount over 1 billion USD.

The "opinions" states that software outsourcing and financial outsourcing should be considered as the breakthrough, information and technology outsourcing and business process outsourcing should be emphasized, and service outsourcing industries in software, finance, productive research, logistics, and human resource should be strongly promoted. According to the "opinions", Sichuan will firstly develop three big markets of service outsourcing: Japanese and Korean Market, European and American Market, and Asian Pacific new Chinese-speaking Market.

Sichuan will lower the demand for market access for service outsourcing enterprises, and provide them efficient and convenient "green passage" service. The newly established enterprises will get preferential treatment in tax after being permitted, which is to enjoy the preferential policy of "two-year exemption and three-year halved" in enterprise income tax payment since the first profit-making year; for the key software enterprises under the national planning that have not got the preferential treatment that year, enterprise income tax at the tax rate of 10% will be exempted; for software enterprises, the imported equipments for internal use, and the technology (including software) and accessories and spare parts imported along with the equipments according to contract, will be exempted from import customs duty and import value-add tax.

The "opinions" also brings forward the allowance system for talents in service outsourcing. For people who are involved in service outsourcing business, work for more than a year in Sichuan and make prominent contribution, a certain allowance from special fund for encouraging talents is provided after declaration and certification. For qualified trainees in this field, who get working contract for over three years with service outsourcing enterprises in Sichuan, allowance in the amount of the training fee paid by individuals will be returned according to related regulations.
