For purposes of speeding up development of service outsourcing industry and accelerating transition of foreign trade growth mode, in accordance with Administrative Measures on International Market Exploitation Fund of Small and Middle-sized Enterprises, Detailed Rules for Implementation of Administrative Measures on International Market Exploitation Fund of Small and Middle-sized Enterprises (hereinafter referred to as “Measures on Exploitation Fund”), and requirements of Ministry of Commerce on work of service outsourcing program, related issues on the use of market exploitation fund of small and middle-sized enterprises (hereinafter referred to as “exploitation fund”) and work of enterprises accreditation and market exploitation of service outsourcing program are now announced as follows:

The state encourages and supports the service outsourcing enterprises to obtain international accreditations, exploit international market, carry on service outsourcing business and continuously promote service value.

The service outsourcing enterprises refer to those having middle and long term service contacts and providing service outsourcing business.

the international accreditation in this Circular include certificates of CMMI, CMM, PCMM, information security management （ISO27001/BS7799）, IT service management （ISO20000） and SAS70 as well.

After obtaining related international accreditation, service outsourcing enterprises may apply for exploitation fund in accordance with Measures on Exploitation Fund and regulations of this Circular.

Local governments in use of exploitation fund shall arrange at least equal amount of supporting fund of exploitation to support maintenance and improvement of the obtained international accreditation.

Qualified enterprises that have already obtained CMM and CMMI certificate may apply for prize of exploitation fund, which shall not exceed 50 percent of the accreditation expenditure principally, and 50,0000 at most.

Qualified service outsourcing enterprises that have already obtained international accreditation or other certificates included in the scope of article 3 of this Circular may apply for fund support in accordance with related regulations.

To apply for fund support, enterprises must conform to certain conditions.

The exploitation fund shall be used in accordance with related laws, regulations and fiscal system. Departments of commercials administration shall well carry out the work of giving prize and supporting international market exploitation in line with Administrative Measures and Detailed Regulations.

This Circular takes effect as from release.
