Recently, another target that China Telecom is striving for, besides developing FDD LTE technology, is to promote fibre-optic broadband network construction.

At the end of June, Chairman of China Telecom, Wang Xiaochu announced the latest news of 20Mbps broadband on China Telecom Tianyi (E-surfing) Handset Trade Fair, that “we will provide 20Mbps bandwidth service for all cities in 21 provinces, the main battlefield of China Telecom.”

Wang says, that subscribers can change the bandwidth based on their own needs. “For example, the subscribers wish to watch World Cup, so that the service can be charged in this period.” In order to achieve the broadband popularization target and make it convenient for distributors to sell, China Telecom will standardize and integrate the broadband selling.

But Wang does not mention when all cities will be covered 20Mbps broadband service.

China Telecom has started “fibre-optic broadband instead of copper” project for a long time and the whole optical network coverage appears to take shape already, but subscribers do not show a consistent increasing development. Industry insiders note, as FTTH scale construction begins, China Telecom exposes low utilization rate of ports problem.

But according to the target of 12th Five-Year Broadband Development Plan released by China Telecom, that it aims to realize in the fiber optical broadband in urban areas in three years. 2013 was an important node in the schedule; that the proportion of broadband network in administrative villages amounted to 90%, 20Mbps accessibility of broadband subscribers covered 80% people in urban areas and 4Mbps accessibility of broadband subscribers in suburb areas covered 85%.
