On March 21st,DGITS Chinese Service Outsourcing Strategic Professionals Development Forum enticed a bunch of senior executives of service outsourcing enterprises to give a heated debate on personnel training and service models. Li Gang, general manager of ITO.cn, delivered an insightful keynote speech.

Mr.Li: Distinguished Guests, good afternoon.

I want to take the next few minutes to share our explorations on personnel training and service model, as our future roadmap, in the IT industry. This year is the 10th anniversary since QST’s establishment and during the past decade we’ve been working on making IT industry an efficient connection between industries and people for better output. We keep on offering services and discussing them in the process and have come up with several methods based practices we adopt. Now I’d like to reveal them to you.

I. The Status Quo of People Supply-Demand in the Industry

1. IT is developing fast. I have 3 numbers to back this. First, the gross value of production of global electronics and IT industry in 2014 was 298 trillion RMB, a 20% increase compared to 2013. Second, gross value of production of the electronic information industry was 14 trillion RMB, 13% higher than that of 2013; the third one is income of offshore business, which stands at $107.21 billion.

2. Rapidly emerging new technologies represented by big data, Internet of Things, mobile internet, clouding computing. It’s predicted that big data will be a $32.4-billion market, with a compound annual increase rate of 27%. The IOT was already a $9.96 billion market in the end of 2014 and it will grow in the next few years at a compound annual increase rate of 34.1%.

3. So vital are the quantity and quality of people to industrial development. College and university graduates soared from over 3 million in 2006 to over 7 million in 2014, while electric information majors stabilize at 800 thousand every year, whose 300-400 thousand hold degrees below bachelor. That’s far from filling the gap of 1 million. Vicissitude in business models and technologies force IT enterprises to employ adequate and qualified people at an acceptable cost. But the assembly-line education students receive at colleges is mismatched to enterprises’ various needs, which, a professional HR service problem as it is now, is urgent to solve.

4. This problem requires joint effort from colleges and universities, enterprises, among other things, third-party organizations. We are supposed to know deeply of the IT industry, be masterful of applications of latest technologies and get them updated to meet various demand of enterprises on people from aspects including quantity, professional skills and time limit.

II. New Models and New Future

QST has been dedicated to training qualified people for industries and offering service as a link between people and industries in the past decade. After years of practices, we think we find an answer to HR difficulties.

The answer is QST. It has 3 undergraduate training bases in Qingdao Software Park, Dalian Software Park and Jiangsu Provincial Chenggao Software Park, training over 8000 graduates each year. A new training base will erect this year in Sichuan. We cooperate with colleges and universities, online and off-line, to provide enterprises with one-package HR solutions. We are fully aware of how traditional talents grow: they go to work after graduation and change jobs to accumulate for self-achievement. So we strive to create a complete HR supply chain or service chain, to build a huge talent poor through QST-school joint training, to seamlessly connect people to the industry based on our understanding of the industry, our servicing experience and our satisfying solutions, and to offer long-term services to make the chain a reality.

i. Solutions for Colleges and Universities

They will set up advanced new curriculums and majors to cultivate more IT students, offer them proficient training services, and improve the training quality.

1. QST joins hands with colleges and universities to build a professional service model. We take both online and offline measures to merge what companies need into education to equip students with qualifications required even before they go to work. In senior years, we communicate with enterprises on their requirements on projects and qualifications. Now the skeleton is that we have partnership with over 20 colleges and universities in 5 provinces, with 5000 students.

ii. Solutions for Enterprises – RTO Solution

We know what we do best and take advantage of it to mitigate pains in recruitment outsourcing, customize training, and other human resource glitches. That’s our service model. But most importantly, executives, in terms of human resources, ask no more than qualified people who can create value and profits. We focus on their preoccupations and render services from recruitment outsourcing, customized training to employee leasing so to help enterprise clear obstacles in recruitment, selection and follow-up problems. In retrospect of the past 3 years, we achieved most in outsourcing and we believe there may be two contributing factors: first, rigid requirement from service outsourcing on people; second, enterprises are most rigorously selecting people. So we can do a better job serving other industries if we handle HR services well. It turns out that we are fruitful in outsourcing business with Japan in mobile internet, e-commerce, etc. We have 7 Japanese clients.

Our RTO services now mainly focus on Shanghai, Nanjing, Suzhou, Wuxi, Jinan, Qingdao, Dalian.

iii. Online Education Solution

Our O2O education platform started in 2014, serving on the one hand for optimizing university and enterprise resources, integration and match, and on the other hand to replicate online business and make them go viral. It involves open courses and their exchanges, innovation of teaching models and practices, and mutual development - we observe it as the foundation of RTO service. Numerous online clients can communicate with each other through this platform. While we hope even more that by encouraging students to learn online courses we design, acquire specific abilities and intensively practice them offline in centralized management, so that they can be qualified for business, for projects according to enterprises’ needs. There is an alternative directly imparting to students skills and qualities companies want them to have, without taking a detour. Online education offers internet users value-added services including credential and qualifications, offline services, job matching, etc.

Our practices and exploration help bring off effective solutions: one, an industrial chain consisting of colleges, universities, human resource service apparatus, enterprises; two, a complete supply chain of people, of which every link has specialized people to deal to certain problems of IT enterprises; three, excellent students and companies that promote each other and form a virtuous circle

We hope to keep on working on our vision and goal with full concentration, and that one day education can seamlessly match industries. That’s all I want to share with you. Thank you for your time.
