Experts of Ministry of Commerce: “55311” Project Supports China to Transforms to Strong Country of Service Outsourcing

Li Gang, the director of Chinese Academy of International Trade and Economic Cooperation (MOFCOM) indicated in “The 3rd Zhengzhu Service Outsourcing Innovation Summit” in November 7th of 2015 that during the period of “13th Five-Year”, in order to improve international competitiveness of China’s service outsourcing industry, to promote China to transform from service outsourcing big country to service outsourcing strong country, MOFCOM preliminary made the basic evaluation standards of “55311”, and will utilize regular publishing of this standards with relative support policies to promote improvement of international competitioness of enterprises.

The meaning of “55311” mainly is to cultivate 5 leading enterprises with outstanding international competitive advantages and obviously industrial driving power, to cultivate 50 big enterprises with strong integrating ability, to support 300 professional & good & special & new enterprises with high degree of professional, 100 service outsourcing industrial parks, and 100 professional service outsourcing talent training institutions. The main aim of Project is to cultivate and lead main bodies of service outsourcing.

Li Gang said that in the aspect of policy guidance, they will do some works in these aspects below in future: one is to publish guidance list of service outsourcing industry in main development fields; two is to make cooperation guidance of “One Belt & One Road” in service outsourcing industry; three is to build high service level platform to support service outsourcing business processing and other high-end service projects; four is to promote enterprises to develop professionalization, scale and brand; five is to explore market potentials of service outsourcing business; six is to increase number of service outsourcing demonstration city; seven is to strengthen fiscal & financing and investment conveniences and to policy supports for talent cultivation and introduction.

Data shows that in the year of 2014, the development contract amount of service outsourcing industry in China exceeded 100 billion USD; the implementation amount exceeded 81 billion USD. In the third quarter of 2015, the amount and implementation amount of service outsourcing contract signed by China’s enterprises was 85.5 billion and 61.5 billion USD, which increasing 16.4% and 12.8% year-on-year respectively. Among them, amount and implementation value of offshore service outsourcing contract undertaken by China’s enterprises was 56.47 billion and 40.97 billion, which increased 17.2% and 10.5% year-on-year respectively. According to data in 2014, there have been more than 60 service outsourcing enterprises with more than one hundred million outsourcing value.

Li Gang also disclosed that service outsourcing industry in China may accomplish the goal of 85 billion USD that may be higher than expected value in 2015. “If consider the growth of implementation value with 10.5%, service outsourcing industry will accomplish the scale of 89 billion USD in 2015.”

The State of Council has published “The Opinions on Promoting Rapid Development of Service Outsourcing Industry” (No. 67, the State of Council) that indicated that until 2020, service outsourcing industry will accomplish coordinated development in domestic and international market, obviously expand scale, optimize structure and improve international competitiveness of enterprises, which has become an important way for China to participate global industrial distribution and to improve industrial value chain. This is first time for the State of Council to make comprehensive deployment of promoting rapid development of service outsourcing industry. The fifth plenary session recently closed also put forward the mission of “developing as strong country of trade” for China. Li Gang interpreted that in fact it means China will develop its own service outsourcing road that is to co-develop offshore and onshore, co-develop outsource and undertaking that will be obviously different from India.

"In future, service outsourcing industry in China will provide mainly more obvious supports for economy, and will have bigger development based on industries in China. Service outsourcing has very important functions in the aspects of economic growth, increasing jobs, transforming economic development mode, especially for the mode of foreign economic development, innovative driving power and structure adjustment” said by Li Gang.
