China Service Outsourcing Research Center (CSORC)

Status

With a view to supporting the "THT (Thousand, Hundred and Ten) Project" advocated by the Ministry of Commerce and other relevant authorities for deepened service outsourcing to drive development of China's service outsourcing industry and promote the researches on service outsourcing and cultivation of high level talents, the China Service Outsourcing Research Center (hereinafter referred to as "CSORC") was officially established in Beijing on March 4, 2007, under the direct leadership and guidance of the Ministry of Commerce. CSORC was initiated by the China Europe International Business School, the Antai College of Economics and Management, Shanghai Jiao Tong University, the Shanghai Economic Relation and Trade Commission, the School of Economics and Management, Wuhan University, the Dalian software Park, the Tianjin Economic and Technological Development Area, the Beyondsoft (Beijing)Co., Ltd., the Beijing Great Idea Service Outsourcing Consulting Centre, the Chengdu Guoteng Software Resource Co., Ltd., etc.

The tenet of CSORC: rely on governmental resources and take the research as the mission to promote the service outsourcing industry. With resources of universities and specialized agencies, CSORC adopts the operating mode of open and flow mechanism, specialized in scientific researches on international service outsourcing, industrial standards, industrial development, outsourcing application, etc., and selecting significant outsourcing study topics to be organized and implemented by academic leaders. On the guidance of the Ministry of Commerce, academic research activities of all kinds are organized and implemented. For example, CSORC will hold various seminars or workshops, organize actively foreign academic exchange activities, and pitch on special topics and work out the schemes to engage first-class experts and specialists at home and abroad to teach or lecture at CSORC; and invite domestic and foreign excellent researchers and scholars to CSORC for cooperation and study. Actively conduct cooperation and exchange with foreign specialized outsourcing research institutes, and actively assist and promote the teaching and academic exchange of relevant colleges and universities about service outsourcing. CSORC has one director, several deputy directors and several ad hoc honorary directors. CSORC sets up and governs an academic committee, the members of which all boast outstanding academic background and high prestige in the academic society and are widely recognized by domestic or international academic community.

Research Matters and Deliverables

On the guidance of the Ministry of Commerce, CSORC has made some achievements through joint efforts of all researchers since its establishment.

1.Design and develop the "Comprehensive assessment system of China's service outsourcing undertaking localities"

CSORC has designed and developed the "Comprehensive assessment system of China's service outsourcing undertaking localities" in conjunction with A. T. Kearney, the China Council for International Investment Promotion, and Accenture. This system applies to assessment of domestic service outsourcing undertaking localities (especially the base cities). The functions of the system can be summarized into two major aspects: one is to provide references to service outsourcing transferers in their selecting offshore outsourcing undertaking localities, and the other is make resource allocation optimization of each province and city, especially the base cities well informed for improved competitive.

On the direct guidance of the Ministry of Commerce, the research work of the "Comprehensive assessment systern of China's service outsourcing undertaking localities" has been completed successfully. The assessment system can be divided into three levels, namely, Grade 1 indicators covering environment, personnel and cost, Grade 2 indicators covering 13 items and Grade 3 indicators covering 39 items. The quantitative indicators account to 90%; and the original data is acquired from domestic statistics yearbooks or authoritative reports and relevant administration authorities of each base city, priding itself in impartiality, reasonability and reliability.

2.Prepare service outsourcing training materials

Talents are the key to service outsourcing undertaking localities and undertaking enterprises. Thus£¬ CSORC will prepare service outsourcing training materials with senior schools and relevant research institutes.

3.Prepare the China Service Outsourcing Development Report 2007

This book describes the status of China's service outsourcing development, and introduces and analyzes relevant conditions of China's service outsourcing development in a comprehensive way.Its main content involves market, policy, intellectual property and information safely, infrastructure, HR, undertaking locality assessment system, etc. The data used in this book is authoritative.
