Abstract

Service Outsourcing Development Report of China 2007 is the first research report about China's service outsourcing development with instruction of the Ministry of Commerce and support from business circles, academic fields for service outsourcing in China as well as various local government departments. Based on scientific and objective principles, the report systematically elaborates the background, status quo and development trend of China's service outsourcing in ten chapters through concept definition, data evolution, market comparison and case study.

Chapter 1 elaborates the definition of service outsourcing, describes the correlation between service outsourcing and globalization, service trade, social economy and IT development, explores the connection between service outsourcing and China's industrial restructuring, human resources and offshore business capacity etc., and analyzes the significance for China to develop service outsourcing. Besides, it also summarizes the status quo of international service outsourcing transferrer and destination market.

Chapter 2 introduces the status quo of China's service outsourcing development, and analyzes the conditions for China's development in service outsourcing market. Besides, it also analyzes and forecasts the market situation of China's offshore service outsourcing and industrial environment situation of China's service outsourcing.

Chapter 3 describes various measures taken by Chinese government and various local governments to support service outsourcing industry, highlights the "Thousand-Hundred-Ten Project" of the Ministry of Commerce, and introduces China's service outsourcing demonstration base-Suzhou Industrial park as well as 11 service outsourcing base cities in China .Besides, it also introduces the implementation results and evaluation of related policies for Suzhou Industrial Park.

Chapter 4 elaborates the status quo of intellectual property rights protection and information security management in the field of China's service outsourcing, involving issues such as ownership of intellectual property rights, national treatment, intellectual property rights management and current legal system construction about China's intellectual property rights etc. and analyzes the business secrete protection and information security management status of service outsourcing enterprises.

Chapter 5 introduces the infrastructure facilities for China's development of service outsourcing, analyzes various demand of service outsourcing enterprises for infrastructure, covering transportation, electric power, telecommunication and business support environment etc., and highlights the hardware and software infrastructure construction in China's current service outsourcing demonstration base - Suzhou Industrial Park as well as in the 11 service outsourcing base cities in China.

Chapter 6 analyzes and forecasts the demand and supply status of human resources in China's service outsourcing industry, and meanwhile introduces the human resources construction, training model and incentive system etc. of China's service outsourcing.

Chapter 7 introduces the business interconnection practice between transferrer and destination of service outsourcing from the aspect of China's investment promotion, to promote China to attract domestic and overseas investment in the field of service outsourcing.

Chapter 8 introduces about 100 multinational corporations, sino-foreign joint ventures which carry out service outsourcing in China and China's key enterprises of service outsourcing as well as companies related with service outsourcing, and analyzes China's service outsourcing enterprises.

Chapter 9 focuses on introduction of the general evaluation system of service outsourcing destination locations in China, including background and purpose of the evaluation system, index composition and analysis as well as application analysis of the evaluation system. It describes the macroeconomic environment, investment environment, industrial development advantages and orientation of some characteristic service outsourcing destination locations.

Chapter 10 introduces China's service outsourcing research organizations which promotes China's service outsourcing development from the level of theoretical research and practice instruction.

With a view to supporting the "THT (Thousand, Hundred and Ten) Project" advocated by the Ministry of Commerce and other relevant authorities for deepened service outsourcing to drive development of China's service outsourcing industry and promote the researches on service outsourcing and cultivation of high level talents, the China Service Outsourcing Research Center (hereinafter referred to as "CSORC") was officially established in Beijing on March 4, 2007, under the direct leadership and guidance of the Ministry of Commerce.
